Conservation is generally underrated because it’s a slow process. The price goes up, and the newspaper says “people are driving just as much.” Of course, but give them time to adjust. The adjustment to the 1974--1980 oil price hike was enormous. Without it we would be using almost twice as much oil today. Every conservation program is like this.

Conservation is not, as some think, bad for business. We spend a little more, not less, on fuel efficient cars and refrigerators. It’s a matter of paying more for good produced at home, so we can pay less for foreign fossil fuel.
